Phil Pulaski had an exemplary career with the New York City Police Department that spanned more than 33 years, and was promoted to Chief of Detectives in 2009. With more than 30 years of experience as an attorney, as Chief of Detectives, Phil Pulaski implemented innovative new programs involving eyewitness identification, audio/video recording of custodial interrogations and forensic evidence analysis to address potential wrongful conviction issues. Rodney Harrison who recently became NYPD’s Chief of Detectives, is an enormously experienced, knowledgeable and talented police executive, and a truly exceptional leader. He is a role model for young men and women everywhere who want to help improve their community and better the whole of society.
Having previously served as the NYPD’s Chief of Patrol, in his new role as Chief of Detectives, Chief Harrison continues to focus on the importance of neighborhood outreach activities that explain to youth of color the reasons for the NYPD’s strategies and policies. As Chief of Detectives, he manages detectives conducting criminal investigations related to a wide range of incidents including violent crime.
In an interview with an ABC News reporter, Chief Harrison discussed one of NYPD’s key challenges to address the persistent levels of violence in communities of color. An important issue that is often involved in violent crimes is gang affiliation, and many shooting incidents involve “young men and women of color” who may be involved in gang activity. As an African American, he views his leadership role as one of taking a close look at what he can proactively do to address those issues.
One strategy is community policing, which builds strong trust-based relationships and allows police officers to stay one step ahead of the curve. This involves going directly to community centers and schools and sitting down with youth, particularly those at greatest risk, to forge a better understanding and extricate them from problematic groups and gangs.
