Understanding Rural Education Achievement Program

With more than 35 years of experience within the public school system, Bruce Houck 
serves as a superintendent of Southwest Educational Cooperative, located in Hendricks, Minnesota. Among his primary responsibilities, he counts budgeting, public relations, strategic planning, and grant writing. Recently, Bruce Houck helped Southwest Educational Cooperative receive the Hendricks Rural Education Achievement Program Grant from the U.S. Department of Education. The funds will be used to assist Title I students with reading and math services.

The Rural Education Achievement Program provides federal funding to rural school districts to help school systems with fewer personnel and resources receive sufficient grant allocations. It centers on the following three initiatives.

1. The Rural and Low-Income School Program furnishes funds to rural, low-income schools for use in accordance with the Program's statute. State educational agencies (SEAs) and local educational agencies (LEAs) oversee the process for determining which schools receive grants.

2. The Alternative Uses of Funds Authority initiative allows LEAs to consolidate certain funding to address activities related to specific federal programs.

3. The Small, Rural School Grant Program bestows the secretary with the authority to award formula grants to qualifying LEAs.
