At my first visit to City Hall the first thing that came to my mind was building 30 St Mary Axe(the Gherkin). The building is for both the public and government. The exterior of the building does not show our indicate that it is a public space because physiological you make the connection between the Gherkin and city hall. I felt that the building didn't was not very inviting as would expect from a public building or space. However the interior felt more of a museum/gallery rather then a government building. the extensive use of glass interior gives the perception that is a government/public space. The main reason the building is for the government to say that they are transparent and that they have nothing to hide from the people
