"Love at last sight" is an idea first named by Walter Benjamin in his book Charles Baudelaire: A Lyric Poet In The Era Of High Capitalism.  In that book there is a text about Baudelaire's poem "To a Passer By."  Walter Benjamin uses that poem to describe encounters that happen in the crowds of big cities.  "The delight of the city-dweller is love - not at first sight but at last sight."  In the subway, on the streets, in restaurants or pretty much any public place.  When you see somebody, and feel attracted to them, and your eyes meet, and for a few brief seconds you look at each other, never to see each other again.  "The final farewell that coincides (...) with the moment of allure."
