This is King Wada from the video game Okami for the PS2. If you're not familiar with the Okami game it is about a wolf God that must restore and bring peace to the lands. The entire game looks like an ink painting and so do all the characters. King Wada is a side character but he does effect the story, he is the ruler of the Dragonians that live under the sea.
