此次手冊的插畫設計，以藉由許多手冊中的小島精靈從旁協助國民法官，希望國民法官能夠帶著一顆簡單純粹的心情參與任務作為設計出發點，讓各個年齡層的國民法官皆能以輕鬆的心情閱讀手冊。封面以四冊主題，分別為「心鐘啟動」、「理解勝任」、「健心補給」及「康樂檢視」構思成四座島嶼進行設計，搭配四種特別色設計，帶出柔和又令人印象深刻的歡樂氛圍！

前期設計過程中，除了要將艱深的文字，思考如何利用淺顯易懂的排版傳達給各個年齡層，以及該如何使用圖示來輔助文字，這部分花費比較多的心力之外，設計團隊也反覆優化視覺排版及插圖風格，站在國民法官的角度、立場去看待，將設計的藝術因子降低，提升整體的閱讀有趣性，並期待此組手冊能夠發揮最大效益，不只是在審判的當下，在未來的路，也能成為一組實用的人生手冊，讓閱讀者在現實中遇到相同問題，能夠回想起手冊資訊並重新翻閱，甚至於透過相關管道協助真正需要的人，讓國民法官不只存在於法院中，卸下重擔回歸生活的同時也能成為一位溫暖的人，對每個公民來說即為一件意義非凡的事！
