Strategic Communications

The Strategic Communications Plan establishes the objectives, messages and recommended strategies by which the Cosumnes Community Services District should organize and implement its internal and external communications activities. It provides a path forward for the District to coordinate the many effective communications strategies it currently employs and increase their scale and intensity to help the District build its profile, market its services and programs, and engage with its diverse stakeholders.

The Plan is the product of extensive review of the District’s existing communications methods and dialogue among the internal stakeholders represents multiple program areas. Based on this work, the plan provides numerous key findings and recommendations which address the following topics:

Cosumnes Community Services District has established protocols for managing communications during emergencies and other urgent matters that require rapid communication to help protect public safety, ensure continuity of District operations or safeguard the District’s reputation among members of the public. 

For purposes of this District policy, “crisis” is defined as any event or issue that is sudden in nature, disrupts normal business operations, poses (or may pose) a risk to public safety, requires decisions by District leadership, and has the potential to trigger negative stakeholder reactions, government or media investigations, or claims against the District. Crises may be natural or man-made catastrophes, workplace issues, or operational issues involving the District, its leadership or employees.  

The protocols provide guidance on external and internal communications activities as a complement to the District’s existing Emergency Operations Plans and Incident Management Plans and should be utilized as the communications element of such plans.
Two training sessions covered how to engage with the news media. The District's strategic communications partner, Hermocillo-Azevedo Strategic Communications, provided insights into how the news media operates, how to assist journalists in developing their stories, your rights when speaking to the media, and how to handle tough interview questions. They also conducted a “mock interview” for attendees to put the training into practice.
